Based in Brussels, Belgium, the Head of Service Portfolio & Service Catalogue Management will lead, manage and control the processes to maintain the Service Portfolio and the Customer Service Catalogue of the NCI Agency.

The role:
The Head of Service Portfolio & Service Catalogue Management (SPCM) will be responsible for a lean and international team based in Brussels who manage the Service Portfolio and Catalogue of the NCI Agency in addition to the developing the annual Agency service rates for the service catalogue. Working within the Chief Operating Office (COO), the SPCM team interact closely with external NATO stakeholders whilst managing the implementation of the service oriented business model for the NCI Agency.

About you:
You easily establish good relationship and are able to relate to people at all levels. You are eager and able to produce new ideas, approaches and insights to deliver innovate solutions to problems. Able to adapt to changing circumstances you can manage ambiguity, accept new ideas and change initiatives, further to this you have:
- A recognised programme / project management training and experience in Programme / Project Management of major communication and/or command and control/management information system for a large organisation. The lack of formal programme / project qualification can be compensated by the demonstration of expertise in the domain;
- A minimum of 5 to 8 years relevant working experience including practical demonstration of:
- Leading, developing and implementing IT Service Portfolio/Catalogue which includes adopting the ITIL framework and applying other best practices such as;
- Definition and implementation of service portfolio and catalogue
- Development of Service Model template, and modelling services.
- Identification of Service assets and their alignments to services.
- Service performance, KPI’s and continual service improvement
- Leading , developing and implementing IT Service Portfolio/Catalogue and applying other best practices such as;
- Identifying the service definitions through current state analysis and benchmarking.
- Identifying Service Level Metrics
- Assessing true life cost of services
- Developing service pricing model
- Leading, developing and implementing IT Service Portfolio/Catalogue which includes adopting the ITIL framework and applying other best practices such as;
- Knowledge and experience in IT Service Management tools
- A formal qualification in management and management techniques; ideally Prince 2
- ITIL Certification in Service Strategy and/or in Service Design and/or Service Transition and/or Service Offerings and Agreements (or commensurate other Service Management qualifications)
