1st NATO Signal Battalion (1NSB) provides Communication and Information System (CIS) services to deployed NATO headquarters. Command Group provides the administrative support for Command and Control (C2) of the NSB Headquarters (HQ). The Deployable Communications and Information Systems (DCIS) Engineering Section plans and coordinates with other 1NSB HQ sections all activities related to DCIS engagement. The incumbent is the principal technical advisor to the Commander for all Communication (COMMs), Information Systems (IS) and Community of Interest (CoI) / Functional Area Services (FAS).

Duties:

  • The Senior Engineer leads the Battalion Engineering section as the principal technical advisor for DCIS projects.
  • Responsible for the overall 1NSB preparation, supervision, and execution of the engineering support plan to include Level 1 to Level 2 maintenance activities for the DCIS in support of Operations and Exercises.
  • Under the overall coordination authority of the NCISG HQ, works in concert with the Service Management Authority (SMA) and the 1NSB Engineers/Technicians and provides analysis and guidance on the DCIS capabilities while identifying systemic engineering problems.
  • Provides engineering support for COMMs, Core IS and CoI services, under the overall coordination authority of the NCISG HQ, and coordinates the mission related DCIS architectures to conduct technical monitoring and capability management for the assigned DCIS assets.
  • Captures Lessons Identified and Lessons Learned and develops Continuous Improvement Plans.
  • Supports NCISG HQ in DCIS capability development to include the concept for standardization, DCIS Engineering, DFAS/DCoI, Cyber Defense, Core IS, COMMS, and acts in accordance with technical standards and processes.
  • Provides inputs, and coordinates at the 1NSB and sub-unit level, for the development of NCISG formal agreements with Host Nation (HN) and other NATO entities (Memorandum of Understanding (MOU) – Service Level Agreements (SLA) etc.).
  • Provides engineering support as required for C2 Service provision in peace-time locations under applicable SLAs and executes coordination of deployable CIS related matters with NCISG HQ divisions.
  • Manages the Battalion Life cycle activities for DCIS and ensures that the Service Support initiatives fully conform to IT Service Management procedures, under the overall coordination authority of the NCISG HQ.
  • Assesses the recommended updates and coordinates synchronization against the operational baseline to apply the configuration management controls to all assigned NSB hardware, software, and network components.
  • Conducts CIS risk analysis and proposes engineering solutions to mitigate operational risks.
  • Provides COMMs, Core IS and CoI Lessons Identified and Lessons Learnt.
  • Provides annual and mid-terms budget inputs for the CIS assets technical support.
  • Directs, plans, organizes, coordinates, controls, and evaluates the use of people, money, materials, and facilities to accomplish assigned 1NSB’s missions, functions and tasks.
  • Performs other duties within the 1NSB’s area of responsibility as may be required.
  • Coordinates and supervises activities of 1NSB’s assigned DCIS resources in support of Operations & Exercises, Plans & Projects, Requirements Management and Service Management

The Section Head (Deployable Communications and Information Systems Engineering) / Senior Engineer may be required to undertake deployments in support of military operations and exercises, and/or TDY (duty travel) assignments, both within and without NATO boundaries. Such operational deployment may be up to a total 6 months (uninterrupted or in shorter periods) in any period of 18 months and may be on short notice. Acceptance of an employment contract linked to this post constitutes agreement to deploy. The work is normally performed in a typical Office environment. Normal Working Conditions apply. The risk of injury is categorised as: No risk / risk might increase when deployed.

The successful candidate has the following qualifications/experience:

  • University Degree OR Higher Secondary Education and completed Advanced Vocational education/training leading to a professional qualification or accreditation;
  • Very Good Command of English language (oral and written);
  • 4 year experience in the provision and administration of CIS networks, both as a network/system administrator
  • Experience in a supervisory capacity;
  • Staff experience in an information technology position in a large organization (+50 pers);
  • Experience in the operation and administration of a large computer network either client server or mainframe;
  • Practical experience in diagnosing deficiencies in networks/systems and associated equipment;
  • Experience of working with staff at operational and strategic level.

Desirable qualifications/experience are:

  • General Experience in all Lifecycle aspects of Information Systems to achieve effective system development and deployment;
  • Proven ability to convert evolving military operational requirements into Information Systems requirements;
  • Knowledge of System Analysis principles to direct and guide Information Systems development;
  • Broad and sound technical knowledge and experience in distributed Information Systems as they are applied to the modern military management information and Command and Control Information Systems;
  • Detailed knowledge of architectural design as applied to computer systems;
  • Practical experience on the management, operation, routine maintenance procedures and cryptographic systems of tactical communications systems supporting deployed headquarters;
  • Member of a recognized CIS professional body or institution;
  • Qualified to ITIL Intermediate Level.

Personal Attributes

The incumbent of this position is a Senior Engineer and advisor to the NSB Commander, we will be looking for someone who is able to self-initiate his/her work and will be able to successfully deliver his/her objectives under broad direction. The incumbent will play a significant role in the assignment of technical tasks and/or responsibilities across the 1NSB HQ and we will therefore look for someone that, inter alia, has good diplomacy and managerial skills, demonstrates leadership abilities, and is able to mentor colleagues. The incumbent in this post performs an extensive range and variety of complex technical and/or professional work activities, and he/she often will undertake work that requires the application of fundamental principles in a wide and often unpredictable range of contexts. It is therefore important that the incumbent in this post can facilitate effective collaboration and can communicate effectively, both formally and informally.

The successful selected candidate needs to complete a NATO medical examination and have a NATO security clearance before an employment offer will be released.

The medical examination will take place with our medical consultant and is required to determine if the recommended candidate is fit to perform the duties and is deployable to NATO’s areas of operation.
