About the job
Based in Oeiras, Portugal, you will join the Agency as part of the NATO Communications and Information (NCI) Academy as we embark on a journey to transform our information technology, education and training.
Within the NCIA, you will work under the Learning Design & Development Branch (LDDB). LDDB acts as the central point of contact for course design and development in the NCI Academy and is responsible for the creation of new courses in the NCI Academy’s offering.
LDDB ensures that Education & Training (E&T) requirements are sufficiently captured in Capability Packages and Capability Programme Plans (CPP), Moreover, LDDB manages the implementation of Training Needs Analysis (TNA) and oversees the development and implementation of learning solutions in capability development projects. The LDDB is responsible for translating continuously evolving requirements of customers in to feasible and effective learning solutions.

About you
We are looking for a talented and knowledgeable Senior Learning Designer C2FS, with ideally a Bachelor’s degree at a nationally recognised/certified University in a related discipline and 3 years post-related experience. A different qualification coupled with particularly relevant experience may also be considered.
You are a seasoned C2FS Subject Matter Expert (SME) with skills and knowledge in one or more of the following topics:
- NATO Business software applications (C2 and Functional Services)
- Installation, configuration and maintenance of NATO C2 systems and Functional Services
- C2 fundamentals on all domains (Air, Land, Maritime, Common and BMD)
- Interoperability between C2FS systems
In addition to your technical C2FS expertise, it is essential that you have strong affinity with training and the development of learning materials. You will work closely with NCI Academy Learning Advisors, NCI Academy instructors and other SMEs to review existing C2FS-related courses in terms of content, documentation and methodology, and recommend revisions where needed.
You will be responsible for designing and developing new learning materials in various formats, e.g. classroom presentations, hands-on exercises, E-learning, Micro-Learning, virtual classrooms, AR/VR training or digital performance support.
Knowledge of English, both written and spoken, is essential.

Please note that ALL SELECTED CANDIDATES, with the exception of currently employed NATO International Civilians (NIC’s) will be appointed at the first Increment of the indicated NATO Grade, i.e. NATO Grade X, Increment 1.This is the salary referred to in this vacancy notice. Extra increments can only be considered for candidates from another Co-Ordinated Organisation.
Selected candidates who are not nationals of the host country and who have not been continuously resident in the host country for at least one year may be eligible for an expatriate allowance.
